New Trump Doctrine Points to Europe's Core Issue: An Alleged Lack of Xenophobia?

During his first term, commentators frequently advised that Donald Trump's remarks should be taken seriously instead of literally. Yet, subsequent events suggest that that formula may have got it backwards.

A recently unveiled U.S. National Security Strategy alongside a series of comments from administration officials, Trump proxies, and Trump himself have precipitated what could be one of the most severe challenges for transatlantic unity, the security framework that has underpinned peace and democracy in Europe since 1945.

From Burden-Sharing to Civilizational Fear

Whereas The initial critique centered on Europe's perceived refusal to fund its own security, his rhetoric has now evolved into a significantly more disturbing perspective.

Colored by racial prejudice and a deep-seated disdain for Europe's governing bodies and elected leaders, he has spoken about the risk of civilizational erosion on a continent he has rarely visited and has predominantly viewed from the interior of a luxury vehicle.

"A lengthy discussion devoid of clear ideological coherence is nevertheless replete with something else: the confused fear of an older man confronted with demographic shifts."

A conspiratorial Maga perspective, which has shaped harsh U.S. immigration and policing policies, now appears to be shaping the administration's understanding of Europe.

A Xenophobic Thesis

According to this logic, migration from developing nations causes a cultural dilution of European societies, making them "feeble" under "stupid" leaders and setting the stage for their eventual decline. This is an unabashedly racist theory, with the president's allies explicitly endorsing nationalist political parties across Europe.

Although the general thrust of Trump's racial rhetoric is not new, its meaning for the continent's defense are critically important.

For Trump and his adherents—including tech magnate Elon Musk, who has called for the breakup of the EU—all statecraft is inherently transactional. However, whereas he once claimed was about burden-sharing, the new claim is that a declining Europe is fundamentally unworthy because of its embrace of multiculturalism.

Weakening from Within

In his interview, Trump joins these dots in a kind of rhetorical loop. He acknowledges that the Kremlin desires a divided Europe. Trump proclaims Europe is weak, and in exposing the fissures between Washington and European capitals, he inadvertently aids Putin by further weakening European cohesion—all while denying any responsibility.

All of this is playing out at possibly the most consequential moment for Europe in decades, with a devastating war in Ukraine and escalating Russian-hostile actions elsewhere on the continent.

While Europe cleaves ever tighter to Ukraine facing persistent threats of U.S. withdrawal, the danger is that Trump has constructed a rationale for ignoring European leaders.

The European Response

These developments demands a robust response from European leadership. Although certain leaders, including German Chancellor Friedrich Merz, have been forceful in their rebuttals, others—like British officials—have opted for a strategy of attempting to appease the U.S. administration.

Recently, the UK government refused to criticize the president's remarks about Europe or his renewed attack on London Mayor Sadiq Khan.

They said, "The Prime Minister enjoys a productive partnership with the American leader and a strong relationship with the Mayor of London, and is focused on working with both to achieve better outcomes for the British public."

The undeniable truth is that Trump means what he says and says them consistently. It is past time to abandon the pretense otherwise.
